Make a Payment
For Current Students
Students must pay their tuition in full before the first day of class. To find out how much is owing on your account:
- Login to Populi
- Select “My Profile” in the menu at the top
- Select the “Financial” tab
4 ways to make a payment:
Pay with Populi
- Login and go to your Profile
- Click on the financial tab
- Click the ‘Make a Payment‘ button in the grey rectangle on the right side of the screen
- Fill out the form, and click the ‘Credit/Debit Card’ button
- Input your credit or debit card information (Amex, Master Card, Visa, or Visa Debit)
- Click ‘Pay Now‘
- Once payment is complete, you can download your receipt or access it in the financial tab of your Populi account
Pay by E-Transfer
Sign into your online banking account and send an e-Transfer to business@horizon.edu
Please include your name and “Tuition payment” in the Note.
PayPal
In the following section, select the payment option (for general tuition and fees, select Payment on account) then Pay Tuition & Fees.
Insert the payment amount in Price per item, leave quantity at 1, and click ‘Continue’.
If you do not have a PayPal account, click on Pay with a credit or Visa debit card. Fill in the details and click ‘Pay now as Guest‘.
If anyone other than the student is paying, please note the student’s name in the description. If you experience trouble with PayPal, please call the main office (306-374-6655).

Payment Policy
Tuition and fees are due and payable by the first day of each semester.
- Fall (Sept-Dec) by September 1st
- Winter (Jan-Apr) by January 1st
- Spring (May-Aug) by May 1st
Students who have paid in full or who establish and consistently maintain their payment plan throughout the year shall be eligible to receive scholarships or awards.
Payment Plan
Students needing to establish a monthly payment plan for their tuition and fees must meet with the Business Office prior to the end of registration week.
Penalties for Outstanding Accounts
Students with outstanding accounts are:
- Charged interest at the rate of 2% monthly on outstanding balances
- Unable to receive marks or transcripts.
- Ineligible for scholarships and awards.
- Unable to finalize registration for another semester.
- Unable to receive certificates, diplomas or degrees.
- Subject to the Canadian Credit Corporation for collection of accounts over 90 days outstanding or in arrears.
- At risk of dismissal from the college or seminary.
Refund Policy
Fees are non-refundable after the start of each semester (September 1st, January 1st, and May 1st).
A full tuition refund is available prior to the start of class only.
Module refunds:
By end of 1st day: 80%
By end of 2nd day: 50%
After 2nd day: 0
6-week term refunds:
By end of 1st week: 80%
By end of 2nd week: 50%
After 2nd week: 0
Semester Refunds:
By end of 2nd week: 80%
By end of 3rd week: 50%
After 3rd week: 0
Professional Discounts
Credential holders actively involved in ministries with or approved by the PAOC or the denomination in which they hold credentials, and their dependents* – 10% discount on regular college tuition.
Global worker dependents* – 25% discount on regular tuition (Can not be combined with any other discount or bursary).
Spouses and dependents* of full-time college students – 50% discount on regular tuition.
Age 55+ – 30% discount on regular college tuition (on-site and livestream for-credit courses only, all other fees apply).
Alumni (Graduate) Advantage Program
- One annual complimentary audit per alumnus (online access based on availability).
- 10% discount on regular tuition for any family of alumni (must identify at registration).
- Applicable to college (undergraduate) programs only.
Family Tuition Discount
- 10% discount on regular tuition (per sibling) for families with more than one full-time dependent student enrolled full-time in a college program.
NOTES:
Discounts cannot be combined.
Dependents are defined as unmarried and under the age of 26.
A full-time student is defined as taking 12+ credit hours per semester.

Canada Student Loans and Bursaries
Horizon College & Seminary is a designated college with the Canada Student Loan program under the code CPAO. This allows students to apply for national and provincial student loan programs to attend Horizon. Graduate students are eligible for full-time student loans with a minimum of 10 credit hours per semester, and part-time student loans with a minimum of 3 credit hours per semester. Credit hours must be maintained in each semester. If the minimum is not met in any semester, students can apply for full or part-time loans by semester.
Full-time loans cover educational and living expenses while part-time loans cover educational expenses only (tuition, fees, books/supplies).
Applications for student loans are available through your respective provincial government (see below for SK & MB), usually in early to mid-June. Information and links to all provincial applications can be found on the Government of Canada website. Applications for the fall are generally available in early June and may take 6-8 weeks to process so students should apply as early as possible.
